Interesting. The link worked for me. Well, in any case try just going to http://community.discoveryeducation.com/ and clicking on the "Become a STAR" link just below the User Login.
One of the advantages of being a STAR educator is that you get to apply to attend one of the Discovery National Institutes. This year they will be held at Discovery Headquarters in Silver Spring, MD.

The Discovery Educator Network is a national network of teachers that help and support each other integrate technology in the classroom and also use the resources available from the discoveryeducation.com web site. Members that achieve STAR status also lead trainings and workshops for other teachers in their area and are able to attend special Discovery Training Events. This book sounds very enlightening I will be ordering a copy. I am very interested in learning about PBL successes which can be scaled, modified and extended for application in other classrooms.
